About the Founders

Mark Havens has been working in the revenue industry since 1987. Before co-founding RSI, Mark was a manager with a major systems integrator in their revenue practice. Mark became an independent contractor in 1991 offering revenue systems consulting services to tax agencies in the US and abroad. Mark has extensive functional and technical knowledge of all components of a revenue system, with a particular emphasis on tax accounting, collections and audit case processing. Mr. Havens has a B.S. degree in mechanical engineering from Stony Brook University and an M.B.A. from Duke University's Fuqua School of Business.

Paul Panariello graduated magna cum laude from the Carroll School of Management at Boston College with a Bachelor of Science in Business. Prior to co-founding RSI, Paul worked as a senior project manager for a large systems integration company where he worked since 1985, primarily in the revenue industry. Besides his deep revenue and integrated tax systems knowledge, Paul has particular expertise in large, complex data conversions and the implementation of miscellaneous taxes. Over the past seven years, Paul has focused on the application of data warehousing technologies to solve the tax compliance challenges facing revenue agencies.

In addition to their systems expertise, both Mr. Havens and Mr. Panariello have completed various strategy and re-engineering projects for numerous tax agencies and have proven project management experience.
